東亞批判性地理學會（EARCAG）為以東亞區域為主題之另類地理研究學者之跨國網路， 並致力拓展東亞本地空間議題之研究視角。我們強調東亞的空間地理研究需要從本地脈 絡出發，而不是照搬西方理論。面對當前資本主義發展日益複雜的相互關聯和排除不均， 我們關注東亞從社區、城市、民族國家到地緣政治等不同領域和尺度的關聯，以及空間 與社會正義應該如何實現。本次會議已邀請到 6 位國內外頂尖學者擔任特邀講者，預計

接受 150 篇論文發表，會議全程以英文進行。

我們正面對一個全新的世界。新形態的連結與排除正在深刻地改變我們所知的政治、 經濟和社會。全球疫情最終會以某種方式離開，但我們看待世界和被他人看待的方式 將不再相同。

本屆研討會呼籲反思一切政治之「地緣」意義，強調從知識的政治、情感的政治、到 超越人（more-than-human）的政治，都是在特定的空間關係中啟動、遭遇和糾纏。我 們同時需要反思何謂東亞，探究空間過程何以展現東亞的政治經濟面貌，而政治經濟 過程又是如何形塑東亞的空間形式。我們歡迎對於會議 6 項主題（但不限於）感興趣 者投稿參與，分別為：

Post-Covid Geography: Inequality of Health, Mobility, and Security

 intensified global inequalities across geography, race, class, and gender in the pandemic

 impacts on the human rights for health, mobility, and survival in the context of geopolitical realignments

全球疫情正印證了 Bruno Latour 所說的「我們不處於同一個星球」。COVID-19 暴露了 這個世界的不平等，涉及種族、階級、性別等不同面向，而在地緣政治過程中加劇。 東亞不僅面對著疫情，同時也受到美中新冷戰（包括美國從阿富汗撤軍）的夾擊，以 及這兩者相互牽引下關乎健康、移動和安全之新形態地緣政治課題。當下全球疫苗的 不均分配、防疫空間中的差異移動性、以及隨疫情誘發的國族主義騷動，都迫使我們 需要重新思考何謂地緣政治、重新設想後疫情的地理學。

自 1997 年主權移交中國以來，香港經歷了多次社會運動。2019 年爆發的反修例運動不 僅加劇了香港與中國之間以及香港社會內部的矛盾，還影響了兩岸關係以及中國與其

他西方國家的外交關係。2020 年《香港國家安全法》的通過，象徵著北京對香港控制 的全面制度化。香港從殖民地、全球城市到中國特別行政區的社會變化，展現出香港 與全球地緣政治的交互影響。香港在後國家安全法時代不斷變化的地緣政治地位，不 僅牽動中港關係，亦影響兩岸之間以及中國與西方國家之間的地緣政治關係發展。

面向智慧化／共享經濟之都市再生，被認為是解決全球南方城市環境和社會經濟問題 的「新」發展範式。各種智慧化的政策、空間形式和發展路徑不斷被想像、組裝和合 理化，並透過現代的政治、經濟和公民議程對於區域、城市、社區和建築進行更新。 特別是在東亞，這樣的議程重新塑造了國家的都市再生計畫，或為既有的房地產主導 的發展或發展型國家的意識形態裹上了一層糖衣。然而，我們相對缺乏對於非西方背 景下的智慧型發展和都市再生概念之間的相互依存關係、這些概念在全球北方和南方 之間的轉移方式、以及在當地產生新的城市物件和治理主體的社會政治組合的理解和 比較。我們需要「去殖民化」智慧化都市再生之地理研究。

全球移民多半被認為發生在全球北方和南方之間，並暗示了這些移民的成功與失敗。 然而，在既不是南方也不是北方，而是介於兩者之間的東亞，存在著一種特殊的人口 遷移現象，它已經超越了南北地理框架，並深受地緣政治的影響。移工、跨國人才和 留學生等在區域內的「南－南」流動體現當前東亞人口遷移的特點，我們需要填補全 球南北遷移論述中的這個空白。
