本研究試圖從「健康權」角度出發,探討來自東南亞國家的外籍配偶的健康資訊尋求與照護。透過深度訪談七位分別來自越南、印尼、菲律賓與柬埔寨的外籍配偶,本研究發現台灣社會習慣將外籍配偶生殖化與疾病化的結果,使得衛政單位習慣特別提供其生育與養育相關的健康資訊,但是其他與外籍配偶健康有關的資訊則相對不足;此外,受訪的外籍配偶的健康資訊來源不乏從南洋姐妹或是娘家家人身上取得,她們雖然也會試圖從先生或婆婆方面取得健康資訊,但有時得到的卻是「有病就要看醫生」、「一天到晚都在喊痛」等直接卻缺乏情緒支持的回應;外籍配偶也知道看醫生是重要的健康照護管道,但「害怕」、「沒時間」或是「被醫生視為小病」等理由讓她們有時裹足不前。本研究建議,台灣政府實有必要傾聽外籍配偶真正的健康資訊與照護需求為何,特別是政府制定相關法規時,應避免將外籍配偶「生殖化」、「疾病化」與「污名化」,讓台灣成為一個關照外籍配偶健康的新故鄉。
英文摘要
This qualitative study aims to investigate health information-seeking and self-care among female foreign spouses from the perspective of health right. 7 female foreign spouses from Vietnam, Indonesian, Philippine, and Cambodia were recruited and participated in the one-on-one interview. The results show that (1) female foreign spouses have been provided with information such as breeding and raising kids; however, health information regarding self-care has not been offered sufficiently; (2) Female foreign spouses often obtain health information from friends (coming from
the same country) or their original family members. Participant husbands and mother-in law tended to ignore their illness/disease and suggested seeing a doctor was the best policy; and (3) Factors such as fear and no time deterred them from seeing a doctor. This study, therefore, suggests that Taiwan government needs to wholeheartedly hear “voice”coming from female foreign spouses in order to develop appropriate health promotion and self-care programs for female foreign spouses.
