隨著匯流時代電信事業提供廣電服務的情況浮現，主管機關NCC參考歐盟「線性」、「非線性」之區分標準，將「頻道內容」與「多媒體內容」納入法案中作為區分標準，其中，提供「頻道內容」的業者須符合廣電法之規定，本研究從結構面與服務內容面進行探討，研析此修正案對主管機關管制行動視聽服務產生何種影響，並針對歐盟視聽服務指令進行討論，以提出可能之研究建議。

With the advent of providing broadcasting service by telecommunications carriers in the convergence era, National Communications Commission (NCC) refers to EU using a "linear" and "non-linear" distinction between "channel content" and "multimedia content" into the Radio and Television Law amendments, which the providers of channel content must correspond to. This paper discusses the framework and service content how to have influence on the authorities to regulate mobile visual and audio service. Moreover, this article discusses EU Audiovisual Media Service (AVMS) and implies research perspectives.
