Culture plays a crucial role in Taiwan’s Community Development Movement.However, past studies have rarely focused on the relationship between culture and community movement. Thus, this paper will pay more attention to Cultural Mobilization,and try to propose an analysis framework and underpin the theoretical base of culture and Community Movement interaction through sociology and cultural theory. On the basis of this framework, we analyze the Wan-Bao Community Movement in Miaoli County in order to understand several research questions, including how to manipulate cultural resources to build an effective communication model of the community movement, and how to connect community members with cultural mobilization. Based on this empirical study, this thesis attempts to explain how culture becomes a useful tool of community mbilization and repertoires of action for community development. Moreover, we also try to clarify how culture mobilization brings community members together and enhances their willingness to participate in collective action of community development.
