以數位無線電視共同傳輸平臺政策研究檢視數位轉換策略：新制度論的觀點
A POLICY RESEARCH OF BUILDING TAIWAN DTT TRANSMISSION PLATFORM PLAN AND DIGITAL SWITCHOVER: A NEW INSTITUTIONALISM PERSPECTIVE

本研究認為，「建構台灣數位無線電視共同傳輸平臺計畫」所投入之公共資金與基礎建設，導引無線電視數位訊號轉換政策方向，而不同於過往之電視政策，其改變可歸納為三條制度脈絡的影響：其一，植基於國家資通訊基礎建設的經驗，共同傳輸平臺計畫為國家經建計畫項下產業推動政策的一環；其二，此政策脈絡來自於資訊社會中產業轉型與國際競爭之驅動；其三，在民意機關理性選擇制度之考量下，由公共廣電引領數位化發展。
然而，行政機關的高度政治性格，加上傳輸平臺部分資源受制於無線商業電視台，導致政策執行時程推遲，使之無法落實而為一具備公共性質的產業實驗平臺，甚至出現「拼裝車」的站台結構，凸顯我國進行數位轉換時基礎建設面臨的嚴重問題。研究最後提出，由競爭指標、經建計畫與政治利益影響的政策轉向，缺乏對本地電視產業結構、基礎建設管理、數位內容配套發展的律法措施，成為數位轉換政策執行中注定功\虧一簣的關鍵議題！

This research is on the new institutionalism perspective, and points that “ Building Taiwan DTT transmission platform plan (2003-2008)” is different from the liberalizing TV policies in Taiwan, which have been held for years. The change of policies generalized three orientations with institutions: First, the plan on the basis of DTT infrastructure is part of the national economic development policy, which shared similar experience on the new media technology development of Internet infrastructure construction. Secondly, the information society brought new competitions around the world on ICT index caused impetus to changing. The third reason goes to the legislators who confined to bounded rationality, they finally asked the public broadcasting service charged with DTT infrastructure construction.
But such policy intension failed to carry out. The highly political personality of the government organization, in addition, part of transmit resources are controlled by the commercial terrestrial TV stations, not only the policy plan schedule is postponed, but the DTT is unable to become a public industry of a complete experiment platform, and points out serious problems to digital switchover.
The study suggests that, the current situation based on ICT index, plan of economic and construction experience and political interest, lacking of laws on media market structure, infrastructure and digital channel content will be the main problems of digital switchover policies in Taiwan.
