過往許\多文獻多聚焦於公共領域中的理性審議部份，因此得出的結論往往不是樂觀就是悲觀，甚為二分對立，也過於靜態。本文欲打破這種對立的假象，並以全觀（holistic）的視野，檢視公共領域、社會結構和政治系統的互動。方法是，首先，先將公共領域的發展過程粗略區分為偵測問題、議題網絡、施加影響力等三階段，再從議題流動的角度著手，檢視議題如何在這三個階段流動。其次，再以「動新聞」事件作為探討個案，期望由經驗例子回饋到公共領域理論的更新。研究發現，在公共領域中，所欲討論的議題並非無中生有，它是繼承了前一個時期的議題，並且也會影響到後續時期的討論。從這個複雜的議題流動之過程中，我們可以進而檢視公共領域、社會結構和政治系統這三者究竟是哪些環節出了問題，並透過反思的過程來健全民主的發展。

This article is bound for renewing the framework of political public sphere. Past articles which use the framework of political public sphere focus on deliberative democracy and their agruments fall either into the good or into the bad conclusion. Beyond that, this article will use the concept ―issue flow‖ to examines the dynamic process between public sphere, social structure and political system. We find that the discussion of issue flowing inside the political public sphere has its root, which is based on the previous relatively issue and has the influence on next relatively discussion. This finding then can help us to identify the problem of democracy.
