公視無線廣播電視數位化之迷惑前景：從制度革新變成制度棄兒
Questioning Future of Taiwan Digital Terrestrial Television Industry Initiated by PTS (Public Television Service) A retreat from the institutional reform project

公共電視透過行政院規劃，依法自 2004 年展開一系列無線電視數位化建設，但旋自2006 年國家通訊傳播委員會成立，所有各項計畫卻遭到重新檢視，自此公共電視讀與NCC 展開一系列的溝通與對抗，始自無線頻率指配的需求。經過四次事件的對話與抗議，包含手機電視實測、類比頻道回收政策、經營數位無線平台立法、全島微波建設之國家方案等，層層撥開爭議面貌，逐漸得知NCC 與行政院政治對立的真實面逐漸出土，肇因於NCC 根本對於公共廣電機構擴大與數位化方案，存有著相當政治權謀的認識，此一歧見重擊2004 年以來政府的媒體改革方案，為需要持續辯論的一個嚴肅話題。

Endorsed by Taiwan National Government, a digital terrestrial television project was initiated by Taiwan Public Television Service from 2004. This project is serving a media reform to expand the economic scale of new public service broadcasting.However, those projects were bitterly scrutinized by National Communications Commission (NCC) funded in 2006.Through the assignment of radio frequency, NCC tried to revoke each of those projects, including DVB-H mobile broadcasting TV trial,
analogy switchover policy, DTT platform and multichannel legislation, microwave backbone installation project and its alternative, which resulted in a terrible objection to the timely media reform for Taiwan. Conclusively, PTS found that the above debate and confront with NCC due to its speculation on those projects behind. NCC considered the appropriation amount of DTT establishment address in the guise of political manipulation into public service broadcasting but greatly rejected by PTS.Whether or not this project served the political aim or media reform should be continually debated within those stakeholders surrounding this historical landmark on the movement to democratize Taiwan media.
