本研究目的在瞭解和比較美國公視面對新媒體衝擊和預算壓力下,各台管理者如何進行組織改造和資源配置?以及採取的策略做法?本研究透過深度訪談法和資料分析法,共訪問 CPB、PBS 和占有 80%節目產製量的三個地方公視:波士頓 WGBH、紐約 WNET、華府 WETA 總共 12 位主管和學者。發現從中央到地方的美國公視皆面臨捐款下滑和自籌款壓力,以及政治與聯邦預算干擾。所有受訪者也認為,持續獲得閱聽人的高度信任,在新媒體時代尤應獲得突顯。

英文摘要

This paper is aimed to identify and compared the effects of Organization transformation and Resource -based View on the American Public Broadcasting. Transformation and resource allocation viewpoints, managers strategies, political and budget pressures between CPB, PBS, WNET, WGBH, WETA were compared. Based on interviews, this study determined that because of manager’s strategic thinking to transformation, resource allocation is central to sustainable American Public Broadcasting. This paper also found that PBS’s core value is the most- trusted institution.
