1990年代以來,英語教學與英語學習已在台灣形成瘋狂現象,官方與民間均投入大量資源,並且不斷將兒童學習英語的時間提前,認為學好英語才是因應全球化做準備,也能提高國家競爭力。因此,「推動英語」乃至「美語教學」,在台灣不僅是一項運動,還是一種文化現象,值得透過文化、政治等角度,做進一步的檢視。本論文即是基於此一旨趣,嘗試由語言帝國主義的外因去梳理英語植入台灣的歷史;同時亦藉由英語做為一文化霸權等內因,去反省台灣境內英話教學成為霸權的現象。全文企圖藉由批判學派的若干理論視角,對英語教育等課題進行初探性與嘗試性的探討。

This paper explores the contemporary phenomenon of English as a global language and try to analyze how and why the language became so dominant in Taiwan. As most other countries, English has been successfully promoted and has eagerly adopted in Taiwan after War World 2. The reach and spread of English across the globe raises the question of language and power beyond colonial contexts. In Taiwan, English is spoken as a progressive language without a British colonial legacy. What is important is that this change was not felt to be something forced from outside. For English, there have always been linguistic romanticists. Manifestly, the spread of English is a highly political issue. During the period of globalization, English Language Teaching (ELT) has become an imperialism of education. The paper overviews the history of English imperialism, as a world language, and the influence on the third world especially in Taiwan. It will survey the spread of English and examine its impact and review critically to explain the spread of English from specific ideological standpoints.
