檢視電信自由化下台灣普及服務新制度的推行
Examining Taiwan ’s new universal service policy in the process of telecommunication liberalization

普及服務攸關國民的通訊權利，向來是電信政策中重要的一環，近數十年來，科技發展促使電信服務更為多元，致使普及服務的範圍必須擴張才能滿足民眾的需求。而受到電信自由化、民營化的影響，普及服務的推行方式也隨之改變，今年度（2002年）我國改採虛擬基金的方式以替代交叉補貼，實施普及服務基金制。本文透過文獻檢閱\，除了回顧普及服務的發展沿革、綜合他國推行普及服務的方式與成果外，並針對目前台灣普及服務基金制浮現的問題加以探討。

Universal Service is related to public communication access, and it is a important part in telecommunication policy making. For several decades, communication technology has promoted diversity in telecommunication service. For this reason, the scope of Universal Service should be enlarged to meet the public demand. Furthermore, telecommunication liberalization and privatization also changed the way to implement Universal Service program. This year (2002), Taiwan authority adopted "Universal Service Funds" to replace "Cross-Subsidies". It ’s a significant advance, but there are some problems unsolved. The first part of this article reviews the change and development of Universal Service. The second part examines our new telecommunication policy and discusses some important issues.
