本論文以新興的女性主義 Cyborg理論的觀點，探討資訊基礎建設的近用通路型態，如何影響女性的論題；以及討論國家資訊基礎建設最初始追求性別平等的公共政策創制精神，並追朔政策制定背後的理論源頭，並檢視界定虛擬空間中的女性游牧主體—Cyborg理論帶來的反轉性別權力觀點與其中無法落實的困境，進而對資訊建設中運作的性別二元/多元存在的既有迷思，提供更大的個體思考領域。

This paper uses emerging feminist Cyborg theories to analyze how information infrastructure will affect female agenda.This paper also aims to discuss the original intent of new information infrastructure, its policy formation process, and gender-reversing power.This paper also examines how new information technology has impacts on the myth of bipolar and multi-polar existence in the cyberspace.
