民意發展至今呈現出許\多不同的面貌與研究取向，以致於民意一直缺乏一個脈絡清晰的概念與理論整合。而包含個人微觀與社會系統巨觀的多元層級觀點，除了可以充分反映全觀層面的民意概念，更可以有效的整合目前的民意理論與研究取向。因此，本論文旨在應用多元層級的觀點，除了整理複雜多變的民意概念於多元層級架構下，並嘗試整合目前相關重要的民意理論與研究取向於此架構之下。本文共分五個部份，第一部份為前言，第二部份探討民意的概念與發展，第三部份分析多元層級架構與民意概念，第四部份為建構多元的民意理論與研究取向，最後第五部份則為討論與結論。

The concepts and research approaches of public opinion are always varied and complex. It reflects that public opinion still lacks an explicit context of theory integration. Thus, the purpose of this paper was to apply a perspective of multilevel analysis to organize the public opinion concept, and tried to integrate theories and research approaches of public opinion under this multilevel framework. This paper contains five sections: (1) Introduction, (2) The concept and development of public opinion, (3) The basic idea of multilevel and public opinion concept of multilevel framework, (4) Constructing theories and research approaches of public opinion under multilevel framework, (5) Discussion and conclusion.
